Help dog liking led til raw!!!?

Serenity (my friends dog)has been licking her front right leg until it's raw in certain spots. She doesn't have fleas and it doesn't seem to be sensitive. I'm wondering if it's a nervous thing? Or maybe some sort of weird behavioral problem? Anyone out there have any ideas? She'd like to get it taken care of without the vet involved if Ishe could. Thanks
