Which genetic science would be good for this story idea?

Okay, I've been working on this story idea for a few weeks now. It's set 200 years in the future and is supposed to be about a military science operation that will be used to create "supersoldiers": people who can turn into wolves at will. Yeah, I know, sounds crazy but also cool. To me, anyway. It was supposed to be my #SecretProject, but after extensive researching on Google, I couldn't find out which genetic science would best fit it. Advanced genetic splicing or advanced genetic alteration. I know that genetic engineering has a lot of branches, but I couldn't find anything that would fit it. Any ideas or suggestions as to what would be best to use? Or should I make something up myself?
