If you were in charge of entry rights for people into your country, would you let known scammers in?

I’m talking about scammers of the worst kind; religious scammers. An absurd religion concocted in the USA simply by taking an existing nonsense religion and adding more nonsense to it but still promoting itself as the same as the original religion. This religion encourages its members to give 10% of their gross income to the church which funnels profits back to the US. It turns people into smiling zombies who gather in communities and become extremely xenophobic. If you were in charge of who gets to come into to your country, would you let these scammers in knowing that they’re going to try to scam your people?
